Developing and putting into operation new software and IT complexes designed to:
1) ensure the traceability of actions involving the application of measures towards greater protection of intellectual property right on the part of both the customs authorities and the right holders;
2) accelerating interactions between the customs authorities and right holders by switching to information exchange in electronic form;
3) applying standardized approaches to documenting all actions and decisions involving the application of measures towards greater protection of intellectual property rights, expanding the list of information accumulated in the relevant software and IT complexes with a view to broadening the opportunities for analysis, reporting, and enhancing the risk management system;
4) creating additional sources of information to be used by the customs authorities while allying measures towards greater protection of intellectual property rights;
5) launching intelligent systems for analyzing the performance of the customs authorities in matters of fostering the protection of intellectual property rights and continued improvement of business processes.

Official importers (who have the exclusive right to import certain goods or a franchise granted by the manufacturer or official distributor of such goods) have the opportunity to appeal the decision of the customs authority to determine the customs value or classification of goods imported by entities that do not have the status of official importers

З метою забезпечення створення інформаційно-комунікаційного комплексу ресурсу, що відображатиме та фіксуватиме здійснення повного обсягу дій в напрямку ведення митного реєстру об’єктів права інтелектуальної власності та сприяння захисту прав інтелектуальної власності, інтегрованого з відповідними модулями Єдиної автоматизованої інформаційної системи Держмитслужби, підготовлені пропозиції до технічного завдання «Функціонал програмно-інформаційного комплексу Митний реєстр об’єктів права інтелектуальної власності», які службовою запискою від 21.04.2023 № 16/319 скеровані до Департаменту з питань цифрового розвитку, цифрових трансформацій і цифровізації.
Протягом першого кварталу 2024 року відповідно до наказу Держмитслужби від 29.05.2023 № 228 «Деякі питання експлуатації автоматизованої системи митного оформлення «Центр» Єдиної автоматизованої інформаційної системи митних органів» продовжувалась дослідна експлуатація АСМО «Центр», до складу якого увійшов введений у дослідну експлуатацію наказом Держмитслужби від 19.04.2022 № 165 програмно-інформаційний комплекс «Митний реєстр об’єктів права інтелектуальної власності», який містить всю необхідну інформацію як про оригінальні товари, так і про товари, що підозрюються у порушенні прав інтелектуальної власності, і дозволяє ідентифікувати наявність у пред’явлених до митного оформлення товарах зареєстрований у митному реєстрі об’єкт (об’єкт авторського права, торговельну марку, промисловий зразок тощо).
На сьогодні Стратегічним планом передбачена побудова інтерфейсу взаємодії між діючим ПІК «Митний реєстр об’єктів права інтелектуальної власності» Держмитслужби та центральним модулем СОPIS - центральною системою обміну інформацією, яка підтримує дотримання правил ЄС щодо прав інтелектуальної власності (ПІВ), де правовласники можуть попросити втручання митниці для вжиття заходів проти товарів, які порушують певні ПІВ.
COPIS взаємодіє з Європейським офісом по боротьбі з шахрайством (OLAF) та інформаційною системою боротьби з шахрайством (AFIS). Система додатково з’єднується з Офісом інтелектуальної власності Європейського Союзу (EUIPO) і Порталом захисту інтелектуальної власності (IPEP).
