2.5.5.1.6. Arranging the launch of commercial operation of the geoinformation system for mass appraisal of land within the State Land Cadaster

The measure is aimed at achieving ESR:
2.5.5.1. A pilot project has been launched to determine the amount of land tax based on the indicators of mass land appraisal, taking into account international standards of property appraisal for taxation purposes
Problem solving:
2.5.5. The procedure of collecting land tax and leasing out state and municipal land is accompanied by corruption risks because they can be made available for use at a cost below the market value.

In accordance with the Resolution of the Cabinet of Ministers of Ukraine No. 1194 On Amendments to the State Anti-Corruption Programme for 2023-2025 dated 18 October 2024, the content of the measure was amended.

За повідомленням Мінагрополітики: "Держгеокадастром та ДП «Центр ДЗК» налаштовано програмне забезпечення геоінформаційної системи масової оцінки земель у складі Державного земельного кадастру для забезпечення промислової експлуатації системи.
Оновлена версія геоінформаційної системи масової оцінки земель за результатами доопрацювання відповідно до пропозицій Світового банку (застосування регресійної моделі до оцінки земель сільськогосподарського призначення) представлена на Е-сервісах Держгеокадастру.
Результати відповідних розрахунків разом з методикою проведення регресійного аналізу опубліковані на офіційному вебсайті Держгеокадастру у розділі «Моніторинг земельних відносин» 31.03.2025 відповідно до наказу Держгеокадастру від 31.03.2025 № 121".
Таким чином, варто констатувати, що зазначений захід є виконаним вчасно та повністю.
