2.5.6.1.4. Drafting and submitting to the Cabinet of Ministers of Ukraine a draft resolution of the Cabinet of Ministers of Ukraine proposing amendments to the Procedure and Conditions for Granting State Budget Subventions to Local Budgets for the Creation of Comprehensive Spatial Development Plans of Territories of Territorial Communities, approved by the resolution of the Cabinet of Ministers of Ukraine dated July 28, 2021, No. 853, concerning the simplification of the conditions for the grant of the subvention by eliminating the requirement that the community must have an up-to-date cartographic substrate in digital form

2.5.6.1. Mechanisms have been introduced to create incentives for local self-government bodies to quickly develop and approve planning documentation for the entire territory of territorial communities (both within population centers and outside their limits)

За інформацією Мінінфраструктури: "Мінінфраструктури було здійснено попередні фінансово-економічні розрахунки шодо обсягу фінансування субвенції з державного бюджету місцевим бюджетам на розроблення комплексних планів просторового розвитку територій територіальних громад, однак їх не було включено до бюджетного запиту на 2024 рік. Пілотні проєкти розроблення комплексних планів здійснюються за кошти міжнародної технічної допомоги. Направлено пропозиції щодо внесення змін до ДАП".
Виходячи зі змісту наданої інформації розробка змін до Порядку та умов надання субвенції з державного бюджету місцевим бюджетам на розроблення комплексних планів просторового розвитку територій територіальних громад, затверджених постановою Кабінету Міністрів України від 28 липня 2021 р. № 853, не здійснювалась, тому відповідний захід є невиконаним.
Разом із тим, НАЗК розроблено проект постанови КМУ щодо внесення змін до Державної антикорупційної програми на 2023 - 2025 роки, який, наразі перебуває на стадії погодження та передбачатиме зміни в частині строку виконання цього заходу.
