According to the Ministry of Finance of Ukraine: "On July 31, 2023, the Ministry of Finance of Ukraine sent the draft order of the Ministry of Finance of Ukraine On Amendments to the Order of the Ministry of Finance of Ukraine dated March 19, 2021 No. 163 for approval to the concerned authorities (Ministry of Justice of Ukraine, Ministry of Economy of Ukraine, Ministry of Digital Transformation of Ukraine, State Financial Monitoring Service of Ukraine, National Bank of Ukraine, and the National Commission on Securities and Stock Market).
On August 01, 2023, the Ministry of Finance published the draft order on its official website (https://www.mof.gov.ua) to receive comments and suggestions from individuals and legal entities, their associations and sent it to the State Regulatory Service of Ukraine for approval. On September 14, 2023, after processing the comments and proposals to the draft order received from the concerned authorities, the Ministry of Finance held a harmonisation meeting with representatives of the Ministry of Justice, the National Commission on Securities and Stock Market and the State Financial Monitoring Service.
On October 18, 2023, the refined draft order, taking into account the comments and suggestions provided by all of the concerned authorities, was resubmitted for approval to all of the concerned authorities.
The refined draft order was approved by the Ministry of Justice, the Ministry of Digital Transformation, the National Bank of Ukraine, the State Financial Monitoring Service and the State Regulatory Service of Ukraine.
On November 23, 2023, a meeting was held under the chairmanship of the First Deputy Minister of Finance Denys Uliutin and with the participation of Yuriy Shapovalov, a member of the National Commission on Securities and Stock Market, and other employees of the Ministry of Finance, the National Commission on Securities and Stock Market and the State Financial Monitoring Service to agree on the position of the National Commission on Securities and Stock Market in terms of determining the range of persons who should be reflected in the ownership structure of a legal entity established, in particular, in the form of a joint-stock company.
Based on the results of consideration of the proposals of the National Commission on Securities and Stock Market and taking into account the results of the harmonisation meeting held on November 23, 2023, the Ministry of Finance finalised the draft order and resubmitted it to the concerned authorities for approval (letter No. 26110-04-5/3295 dated February 02, 2024). The draft order has been approved by the Ministry of Justice of Ukraine, the Ministry of Digital Transformation of Ukraine, the National Bank of Ukraine, the National Securities and Stock Market Commission, the State Financial Monitoring Service of Ukraine and the State Regulatory Service of Ukraine."
