Implementing status
Progress/Result of implementation:
In accordance with the action plan (order of the National Agency of Ukraine on Civil Service dated March 29, 2024 No. 59-24), the analytical study aimed at improving decision-making procedures in the area of state policy-making in the legislative and executive branches was published with conclusions and recommendations to the public authorities.
The findings of the analytical study were presented at the meetings of the Working Group on the Organisation of the Study and Preparation of Recommendations to Executive Authorities on Consultations with Stakeholders (April 02, 2024) and the Scientific and Expert Council of the High School of Public Governance (April 03, 2024), as well as during a meeting with experts from the Centre for Integrity in the Defence Sector (CIDS) (April 12, 2024).
The analytical study was published on the official websites and social media pages of the National Agency of Ukraine on Civil Service, the Centre for Adaptation of the Civil Service to the Standards of the European Union and the High School of Public Governance (April 05 - 08, 2024) for public and expert discussion. Suggestions and comments were being submitted to the official e-mail of the Centre for Adaptation of the Civil Service to the Standards of the European Union: center@center.gov.ua. Professors and lecturers of the Department of Public Management and Administration of the Ukrainian National Forestry University and experts of the Centre for Integrity in the Defence Sector (CIDS) were involved in the expert discussion of the conclusions and recommendations based on the findings of the analytical study.
At the end of April 2024, all proposals and comments received during the public and expert discussion were considered, and the conclusions and recommendations were refined taking into account the results of such discussion, as provided for in subclause 2.2.4.1.2 of the measures for the implementation of the State Anti-Corruption Program.
A report on public and expert discussion of the draft conclusions and recommendations based on the findings of the analytical study was prepared. The report presents all the suggestions and comments received from the participants of the discussion and how they were taken into account.
