2.5.1.1.1.
Implementing measures towards systematization and public access to the entirety of the urban development documentation currently in effect, integrating it into the Unified State Electronic System in Construction, particularly by:
1) populating the Unified State Electronic System in Construction with materials of urban development documentation (other than classified information);
2) granting viewer access to urban development documentation in any administrative-territorial unit or territorial community with the level of detail down to a separate land plot (other than classified information);
3) enabling employees of urban development and architecture authorities to enter urban development documentation of the relevant level into the Unified State Electronic System in Construction and update it;
4) enabling users of the Unified State Electronic System in Construction to use geospatial data sets of urban development documentation, orthophotomaps, topographic maps and plans of the relevant levels in the state geodesic coordinate system USK-2000, which have been published as geospatial data display services (other than classified information).

За інформацією Мінінфраструктури протягом 2023 року тривав процес наповнення Єдиної державної електронної системи у сфері будівництва матеріалами містобудівної документації здійснюється наразі органами місцевого самоврядування при підготовці до видачі містобудівних умов та обмежень (п.п. 1 заходу). Відповідно до інформації, яка є загальнодоступною на Порталі Єдиної державної електронної системи у сфері будівництва, протягом січня - березня 2024 року наповнення системи матеріалами містобудівної документації продовжувалось.
За інформацією Мінінфраструктури реалізація інших функцій (підпункти 2-4 заходу) передбачається в рамках створення містобудівного кадастру на державному рівні (МБКД), а не на порталі Єдиної державної електронної системи у сфері будівництва (ЄДЕССБ). ЄДЕССБ відповідно до Закону України «Про регулювання містобудівної діяльності» є складовою містобудівного кадастру. Мінінфраструктури в рамках виконання бюджетної програми КПКВК 2751110 здійснюється створення МБКД.
У 2023 році завершено реалізацію етапу "Ескізний проєкт створення МБКД". У першому кварталі 2024 року розпочалося бета-тестування геопорталу МБКД.
Здійснення комплексу заходів із створення та введення в експлуатацію містобудівного кадастру на державному рівні (МБКД) корелюється зі змістом заходу 2.5.1.1.1., що полягає у здійснені заходів, спрямованих на забезпечення систематизації та публічного доступу до чинної містобудівної документації. Водночас, індикатором виконання даного заходу у Програмі визначено, що містобудівну документацію інтегровано саме до Єдиної електронної системи у сфері будівництва (ЄДЕССБ), а не до МБКД.
