2.5.1.1.1.
Implementing measures towards systematization and public access to the entirety of the urban development documentation currently in effect, integrating it into the Urban planning cadaster on the state’s level, submitting such documentation to Urban planning cadaster on the state level, particularly by:
1) filling Urban planning cadaster on the state’s level with data and documents related to city building (except for confidential or restricted data, considered as such according to the law);
2) granting viewer access to urban development documentation in any administrative-territorial unit or territorial community with the level of detail down to a separate land plot (except for confidential or restricted data, considered as such according to the law);
3) enabling officials of the authorized city building and architecture bodies must ensure uploading of urban planning documentation to Urban planning cadaster on the state’s level;
4) provision of electronic information interaction between Urban planning cadaster on the state’s level and the national geoportal of the National infrastructure of geospatial data on receipt of basic and topical sets (types) of geospatial data and metadata (data on geospatial data and/or services), used for development of urban planning documentation

2.5.1. The lack of publicity surrounding the information in the field of urban development and land management fosters corruption and makes construction in violation of the law possible.

In accordance with the Resolution of the Cabinet of Ministers of Ukraine No. 1194 On Amendments to the State Anti-Corruption Programme for 2023-2025 dated 18 October 2024, the content of the measure was amended.

За інформацією, наданою Міністерством розвитку громад та територій України за IІІ квартал 2025 року як звітний період:
1) щодо підпункту 1 заходу: "до Реєстру містобудівної документації (складової Містобудівного кадастру на державному рівні (МБКД) внесено відомості щодо:
70 проектів (баз геоданних) містобудівної документації;
2401 примірник діючої містобудівної документації, що становить 4,9 % від загальної кількості";
2) щодо підпункту 2 заходу: "здійснюється технічне налагодження системи МБКД для забезпечення загального доступу в режимі перегляду до містобудівної документації. Разом з тим, в період військового стану діють обмеження щодо розміщення такої інформації у відкритому доступі";
3) щодо підпункту 3 заходу: "реалізовано функціонал підключення уповноважених органів містобудування та архітектури і завантаження містобудівної документації до Реєстру містобудівної документації (складової МБКД). Наразі надано доступ до МБКД 1109 виконавчим органам місцевого самоврядування для завантаження містобудівної документації";
4) щодо підпункту 4 заходу: "опрацьовуються технічні аспекти забезпечення електронної інформаційної взаємодії між Містобудівним кадастром на державному рівні та національним геопорталом Національної інфраструктури геопросторових даних".
З огляду на вищезазначену інформацію, у межах щоквартального моніторингу стану виконання заходів ДАП констатуємо, що виконання заходу триває.
