Informing about the activity aimed at the implementation of the measure in Q2 of 2024, the State Regulatory Service (SRS) reports the following.
During April – May 2024, SRS leadership held meetings on the creation of the Regulatory Portal with representatives of the UNDP project “Strengthening SME Business Membership Organizations (Phase 2)”; of the USAID Promoting Integrity in the Public Sector Activity and experts from the NGO Better Regulation Delivery Office (BRDO), the Ministry of Digital Transformation and the National Agency on Corruption Prevention.
In May 2024, a number of consultations were held with business entities working with the information system “Software Platform for Deployment and Support of State Electronic Registers” (Diia.Engine platform). As a result, the information regarding the informatization project of the National Informatization Program for 2024, which requires resource support, was updated and sent to the Ministry of Digital Transformation (letter of the SRS No. 1919/20-24 of May 15, 2024).
The draft Law of Ukraine “On Amendments to the Law of Ukraine ‘On the Basics of State Regulatory Policy in the Field of Economic Activity’ (Regarding Some Issues of creating the Unified Information System ‘Regulatory Portal’ and Approving the Procedure for Its Operation, as well as Improving the Procedure for Amending This Law)” was submitted to the Cabinet Ministers of Ukraine (CMU) via SRS letter 1426/20-24 of April 11, 2024. Currently, the draft law is being finalized following the Extract from Minutes No. 22 of May 23, 2024, of the meeting of the Cabinet Committee on Economic, Financial and Legal Policy, the Fuel and Energy Complex, Strategic Industries and Law Enforcement, as well as CMU Secretariat letter No. 13442/0/2-24 of June 5, 2024.
In June, the SRS held a number of communications, including with representatives of the Ministry of Digital Transformation, determining the functionality of the Regulatory Portal which should be created as a matter of priority using the available funding in the EU4Business: “SME Policies & Institutions Support (SMEPIS)” international technical assistance project. The SRS requested that this project start work on creating the Regulatory Portal (letter No. 2381/20-24 of June 20, 2024).
The SRS, explaining the reasons for the impossibility of implementing measure 2.3.3.2.1 within the specified time, notes the following.
1. Task completion depends entirely on the availability of sufficient funding for the creation of software for the Unified Information System “Regulatory Portal” (the corresponding module is a component of the system).
2. The results of the call for price offers established that the funding within EU4Business: “SME Policies & Institutions Support (SMEPIS)” international technical assistance project is insufficient. The SRS prepared and submitted to the Ministry of Digital Transformation a proposal for the formation of individual tasks, projects, and informatization works of the National Informatization Program for 2024 that require resource support (proposals No. 725/20-24 of February 21, 2024, No. 845/20-24 of March 1, 2024, and No. 1919/20-24 of May 15, 2024).
3. According to the results of several communications, including with representatives of the Ministry of Digital Transformation, they determined the functionality of the Regulatory Portal, which should be created as a matter of priority using the available funding in the EU4Business: “SME Policies & Institutions Support (SMEPIS)” international technical assistance project (measures to create the Regulatory Portal are planned to be financed in the amount of EUR 90,000). The SRS requested that this project start work on creating the Regulatory Portal (letter No. 2381/20-24 of June 20, 2024). That is, the speed of execution of such works depends on the activity of the project.

It is also necessary to adopt the draft Law of Ukraine “On Amendments to the Law of Ukraine ‘On the Basics of State Regulatory Policy in the Field of Economic Activity’ (Regarding Some Issues of creating the Unified Information System ‘Regulatory Portal’ and Approving the Procedure for Its Operation, as well as Improving the Procedure for Amending This Law).”
5. In addition, in December 2023 (letter No. 5066/20-23 of December 21, 2023), the SRS submitted its proposals to the draft resolution of the CMU “On Amendments to the State Anti-Corruption Program for 2023–2025” regarding the postponement of the deadline for the implementation of measures. Proposals of the SRS were supported by the National Agency on Corruption Prevention (a coordination meeting of March 7, 2024).
