Developing and signing documentation for the implementation of the tool for digital management of the rebuilding (modernization) of Ukraine, which will ensure public access to an interactive map of projects, including those involving the rebuilding (modernization) of Ukraine, with information about competitive bidding processes completed, contracts signed, contractors and current progress of construction all over Ukraine, making it possible to monitor the progress of renovations and construction and avoid overlapping operations at the same sites

2.5.10.3. An open map of road construction, repair, and maintenance has been created, which displays the tenders held and contracts signed for such work in order to avoid overlapping operations at the same sites; this map has been integrated with the Unified State Electronic System in Construction

In order to implement the measure provided for in subclause 2.5.10.3.1 of the State Anti-Corruption Programme for 2023-2025, the Ministry for Communities, Territories and Infrastructure Development of Ukraine informs that:
"1) The Government adopted Resolution No. 1286 dated November 15 2022 On the Implementation of a Pilot Project for the Creation, Implementation and Maintenance of the Unified Digital Integrated Information and Analytical System for the Management of the Reconstruction of Real Estate, Construction and Infrastructure (hereinfater - the Resolution). Furthermore, it was amended by the Resolution of the Cabinet of Ministers of Ukraine dated May 2, 2023 No. 434. Link: https://zakon.rada.gov.ua/laws/show/1286-2022-%D0%BF#Text.
2) order of the Ministry for Communities, Territories and Infrastructure Development of Ukraine dated January 23, 2024 No. 65 On Approval of the Regulation on the Unified Digital Integrated Information and Analytical System for Management of the Reconstruction of Real Estate, Construction and Infrastructure, was issued and registered with the Ministry of Justice of Ukraine on February 08, 2024 under No. 198/41543. It should be noted that the order of the Ministry for Communities, Territories and Infrastructure Development of Ukraine dated January 23, 2024 No. 65 On Approval of the Regulation on the Unified Digital Integrated Information and Analytical System for Management of the Reconstruction of Real Estate, Construction and Infrastructure regulates the organizational principles of operation of the Unified Digital Integrated Information and Analytical System for Management of the Reconstruction of Real Estate, Construction and Infrastructure. In particular, the main tasks of the Unified Digital System include:
providing information on procurement procedures related to the restoration and/or reconstruction of facilities;
keeping records of projects aimed at restoring and/or reconstructing facilities for which procurement procedures have been conducted and an agreement has been concluded between the customer and the contractor for services on the development of project documentation, new construction, reconstruction, restoration, etc.;
ensuring monitoring of the expiration date of the contract for the restoration and/or reconstruction of facilities;
creation of analytical dashboards on the work progress, duration of work (in accordance with the planned and actual terms) regarding the restoration and/or reconstruction of facilities, etc.
Thus, we can state that the regulatory framework for the implementation of the tool for digital management of the rebuilding (modernization) of Ukraine, which will ensure public access to an interactive map of projects, including those involving the rebuilding (modernization) of Ukraine, with information about competitive bidding processes completed, contracts signed, contractors and current progress of construction all over Ukraine, making it possible to monitor the progress of renovations and construction and avoid overlapping operations at the same sites, has been developed.
In addition, the Unified Digital System is currently operating in a test mode, with the following functionalities available:

Thus, given that the documentation for the implementation of the tool for digital management of the rebuilding (modernization) of Ukraine has been developed and signed, we can state that the measure provided for in subclause 2.5.10.3.1 has been fully implemented, but not in time.
