2.6.4.2.1.
Developing a draft order of Cabinet of Ministers of Ukraine approving the Concept for Providing Military Personnel and Their Family Members with Housing, which provides for:
1) implementation of new mechanisms for satisfying the housing needs of military personnel, particularly state loan programs for construction, mortgage and leasing programs;
2) identification and justification of priority measures to reduce queues in such areas as construction, procurement, reconstruction, monetary compensation, mortgage, etc.;
3) implementation of information communication system of military personnel housing accounting to satisfy their housing needs.

1) specific Program implementation tasks for state customers;
2) Program implementation stages and time frames;
3) sources and amounts of funding;
4) anticipated outcomes of Program implementation.

Drafting and submitting to the Cabinet of Ministers of Ukraine a draft law providing for:
1) making amendments to art. 12 of the Law of Ukraine ‘On social and legal protection of military personnel and their family members’ to identify the following:
provision of housing to military personnel;
provision of monetary compensation for due housing;
implementation of other mechanisms to satisfy the military personnel needs;
2) non-application of provisions of the Housing Code of Ukraine towards mechanisms of provision of housing to the military personnel.

Development of a draft Concept of the State Targeted Program on provisioning of housing to the Armed Forces of Ukraine military personnel, including the following sections:
1) identification of issues in providing the housing to the Armed Forces of Ukraine military personnel;
2) analysis of reason for issues and justification of a need for resolution;
3) Program goal;
4) establishment of optimal solutions of issues on the basis of comparative analysis of potential options;
5) ways and methods of problem solving and Program implementation period;
6) expected results of Program implementation, identification of Program efficiency;
7) estimation of financial, material technical, labor resources, required for Program implementation

The directive of the Cabinet of Ministers of Ukraine has taken effect, which approves the Concept for Providing Military Personnel and Their Family Members with Housing, which:
a) provides for implementation of a new mechanism for satisfying the housing needs of military personnel, particularly state loan programs for construction, mortgage and leasing programs (4 percent);
b) defines priority measures to shorten the waiting list in such areas as construction, purchase, retrofitting, monetary compensation, mortgage, etc. (4 percent);
c) provides for implementation of an information communication system for maintaining a record of military personnel receiving monetary compensations for housing to which they are entitled (4 percent);
d) defines the list of construction projects in progress and ways to complete them (4 percent);
e) stipulates that all procurement of housing for military personnel shall be carried out with the use of the Prozorro electronic procurement platform (4 percent)
The resolution of the Cabinet of Ministers of Ukraine has taken effect, which approves the State Targeted Housing Program for Military Personnel on the basis of the Concept indicated in subclause 2.6.4.2.6, which provides for:
a) specific Program implementation tasks for state customers (15 percent);
b) Program implementation stages and time frames (15 percent);
c) sources and amounts of funding (15 percent);
d) anticipated outcomes of Program implementation (15 percent)
A law has taken effect, which provides for:
а) making amendments to art. 12 of the Law of Ukraine ‘On social and legal protection of military personnel and their family members’ to identify the following:
provision of housing to military personnel;
provision of monetary compensation for due housing;
implementation of other mechanisms to satisfy the military personnel needs (15 percent);
b) non-application of provisions of the Housing Code of Ukraine towards mechanisms of provision of housing to the military personnel (5 percent)
