2.6.4. Ineffective spending of budget funds and abuses committed while providing housing for military personnel.

General information about the problem

Low availability of housing for military personnel and their families has long been an unsolved problem. This is due to a number of factors, including: flawed processes of registration of individuals in need of better housing due to the lack of transparent and modern procedures for maintenance of the relevant register; discrepancy between legal regulation in this field and the current needs of society, as it was formed in Soviet times; ineffectiveness of the current system for allocating housing to military personnel, as in its current form it is unable to meet the needs of military personnel; a lack of a conceptual vision of mechanisms for meeting housing needs in the current environment.
All of the above makes it impossible to ensure transparency and competitiveness of the procedure for allocation of housing to military personnel as such, and also gives rise to many corrupt practices in this area.

2.1.
