Drafting and submitting to the Cabinet of Ministers of Ukraine a draft resolution of the Cabinet of Ministers of Ukraine that:
1) restarted the pilot project as part of which the State Land Cadaster is updated with information about land plots by certified land management engineers, particularly while martial law is in effect;
2) introduced internships for certified land management engineers during which they exercise powers of state cadastral registrars as part of the pilot project under the supervision of certified land management engineers who are already exercising the powers of state cadastral registrars;
3) introduced public monitoring of the exercise of powers of state cadastral registrars by certified land management engineers.

The Ministry of Agrarian Policy, by letter No. 21-6000-02/17005 of July 7, 2023, submitted for consideration by the Cabinet of Ministers of Ukraine (CMU) a draft resolution of the Cabinet of Ministers of Ukraine “On Certain Issues of Resuming the Pilot Project for the Entry of Information about Land Plots into the State Land Cadaster by Certified Land Surveyors under Martial Law Conditions.” The Cabinet of Ministers of Ukraine adopted Resolution No. 766, “On Certain Issues of Resuming the Pilot Project for the Entry of Information about Land Plots into the State Land Cadaster by Certified Land Surveyors under Martial Law Conditions,” of July 25, 2023.
Provisions adopted by the resolution comply with the requirements of the State Anti-Corruption Program:
- paragraph 1 of part 2 of the Resolution resumes the implementation of the pilot project for the entry of information about land plots into the State Land Cadaster by certified land surveyors, introduced by the CMU Resolution No. 1438 “On Certain Issues of Implementing the Pilot Project for the Entry of Information about Land Plots into the State Land Cadaster by Certified Land Surveyors” of December 29, 2021, which corresponds to the requirements of clause 1 of the measure.
- proposed amendments to paragraph 35 of the Procedure for Implementing the Pilot Project, approved by the CMU Resolution No. 1438 of December 29, 2021, provide for the possibility of internships for certified land surveyors in the territorial bodies of the State Service of Ukraine for Geodesy, Cartography and Cadastre or in the legal entity where the certified land surveyor is employed as their primary place of work, continuously performing the powers of state cadastral registrars for a month. These provisions comply with the requirements of Paragraph 2 of the measure.
Due to the resumption of the pilot project, the effect of paragraph 23 of the Procedure for Implementing the Pilot Project has also been resumed. This provision provides for monitoring the exercise of powers by certified land surveyors, with their decisions published on the official website of the State Service of Ukraine for Geodesy, Cartography and Cadastre. Relevant provisions generally meet the requirements of clause 3 of the measure.
