Drafting and submitting to the Cabinet of Ministers of Ukraine a draft resolution of the Cabinet of Ministers of Ukraine that:
1) restarted the pilot project as part of which the State Land Cadaster is updated with information about land plots by certified land management engineers, particularly while martial law is in effect;
2) introduced internships for certified land management engineers during which they exercise powers of state cadastral registrars as part of the pilot project under the supervision of certified land management engineers who are already exercising the powers of state cadastral registrars;
3) introduced public monitoring of the exercise of powers of state cadastral registrars by certified land management engineers.

The Ministry of Agrarian Policy and Food of Ukraine, by letter dated July 07, 2023 No. 21-6000-02/17005, submitted to the Cabinet of Ministers of Ukraine for review the Draft Resolution of the Cabinet of Ministers of Ukraine On Some Issues Regarding the Restart of the Pilot Project on Updating the State Land Cadaster with Information about Land Plots by Certified Land Management Engineers while Martial Law is in Effect. The Cabinet of Ministers of Ukraine adopted Resolution dated July 25, 2023 No. 766 Some Issues Regarding the Restart of the Pilot Project on Updating the State Land Cadaster with Information about Land Plots by Certified Land Management Engineers while Martial Law is in Effect.
The provisions adopted by the Resolution meet the requirements of the State Anti-Corruption Program:
- subclause 1 of Part 2 of the Resolution restarts the implementation of the pilot project on updating the State Land Cadaster with information about land plots by certified land management engineers, which was introduced by the Resolution of the Cabinet of Ministers of Ukraine dated December 29, 2021 No. 1438 Some Issues of the Implementation of the Pilot Project on Updating the State Land Cadaster with Information about Land Plots by Certified Land Management Engineers, which meets the requirements of point 1 of the measure.
- the proposed changes to clause 35 of the Procedure for the Implementation of the Pilot Project, which was approved by Resolution of the Cabinet of Ministers of Ukraine dated December 29, 2021 No. 1438, introduce internships for certified land management engineers in the regional offices of the State Service of Ukraine for Geodesy, Cartography and Cadastre or the legal entity, which is the main place of work for a certified land management engineer, who exercise the powers of state cadastral registrars continuously for a month. These provisions meet the requirements of point 2 of the measure.
- due to the restart of the pilot project, the clause 23 of the Procedure for the Implementation of the Pilot Project has also been restored (the clause introduce the monitoring of the exercise of powers by certified land management engineers, and also introduce the rule, that the decisions made by them are published on the official website of the State Service of Ukraine for Geodesy, Cartography and Cadastre). These provisions overall meet the requirements of point 3 of the measure.
